The nation's top military officer Wednesday declared the security situation in Iraq "remarkably better," so good in fact that he expects to recommend more U.S. troop reductions this fall if conditions hold.

    The joke will be on us when we draw down and see that the sectarian militias that have all been laying low of late crawl back out of the sand to do their dirty work. Sadr's people have not disbanded, just gone underground. They know they cannot compete against American weaponry. I don't think the bloodshed is anywhere near over. The real power struggle begins when we are gone.

      Everyone else seems to be competing just fine against 'American' weaponry. The reason Al-Sadrs people have stopped shooting is because the US awarded Al-Sadr a few hundred million dollars in various 'contracts,' et cetera. That's why the 'surge' worked -- there was also a surge of money from the US into the pockets of the opposition.

    There seems to me one trustworthy 'benchmark' as to whether the conditions of Iraq ever improve.

    When the refugees start returning to it.

    Currently there are hundreds of thousands of Iraqis who have fled; most are living in awful conditions in refugee camps in Jordan, Iran, Turkey, and Syria.

    When they think it is safe to go back I will believe it.
