I have been promoted, and promoted others. I have been passed over for promotion, and have passed over others for promotion. I have never either promoted or failed to promote for a single act, let alone a "whistleblowing" act.
It is a Federal crime to discriminate on the basis on punishing a whistleblower, so I cannot imagine some manager at the FAA risking his/her career over it. Moreover, the article does not cite even one piece of evidence to support the claims. Sitting at a desk is a common response to an ongoing investigation, which is what I suspect is going on.
And finally, why would the FAA punish employees for saying that Southwest's inspection program is unsafe? It does nothing negative to the FAA, and has a chance at making them look pretty good. The FAA and Southwest are completely separate entities, so the claims don't make sense.

I assume you don't really get around a hell of a lot. The President of the United States copped to getting blown in the Oval Office. Congressmen get busted for using prostitutes, priests get busted for child molesting... You can't imagine a manager at the FAA risking his/her career over it? Get the hell out of here.

I tend to agree with Hany on this one. Why have whistle-blowing incidents increased threefold in a year and other employees complain of retaliation? I would think it would be management level personnel that approve Southwest's program. If a lower level employee can see that the program is unsafe why didn't management see that when the program was approved. They should have more experience. I would think it is more likely that management sees this as an embarrassment.
