President Bush once again open his mouth and proves that he doesn't deserve to be the President of the United States. Talking to ones enemies is not appeasement. Granting concessions does. That's what happened in Europe in the 30's. That is not what Cater did, nor is it what Obama proposes.
Furthermore he condemns his own actions. He didn't listen to the experts regarding the threat coming from al Queda in Afghanistan, and he tried to negociate with the Taliban for a pipeline deal.
