OK - Stomp on me for saying this, BUT, I find it hard to disagree with the policy (NOT the way it's enforced, simply the policy itself) as at least they are attempting to reduce their VAST population, having realised that they have too many people !!!
The rest of the world should start looking at this, as the worlds resources are finite !!!
