"After taxes, drilling royalties are the government's second-biggest revenue source".

How can that be when the evil oil companies and their representatives in Government are screwing us so badly?

Why not demand the government target new revenues above a certain point from oil royalties to assist with some program such as Medicare or universal healthcare?
