I wonder what multi-multi-billionaire Russian is behind the deal to make Russia the nuclear dump of the world?

Perhaps Dr. No?

At least they'll have an unexhaustable supply for their armor-piercing artillery. Not to mention plenty of supplies for all their break-away republics to sell to the various crazy militant organisations around the world. Thank goodness for that.

So Russia has a technological advantage in nuclear reactors? I think we just want to know what's going on and where the waste is ending up.

You can think that all you want, but the Russian government's not stupid enough to give away secrets and frankly our civilian nuclear program has mostly been stalled for decades.

Only a few of the military applications will make it to civilian tech as only a few advancements would apply to civilian tech and some others will remain classified.
