Sounds like he's changed the rules. This story, posted out here almost six months ago, says he was going to *ask* Congress to approve the sale:

So I ask you--many of whom have argued in the past that Bush has not committed any impeachable acts--if the legal way to sell arms is to have Congress approve a deal, is this act an impeachable offense?
And how does this promote peace and prevent terror?

Though I am hardly a fan of the current administration, they have been very careful in how they approach things. I see no real impeachable offence regarding this action.
That certainly doesn't make it acceptable to me. We apparently have not learned from our mistakes in the past and are destined to repeat them. That is a sad testament to our lack of common sense in this country.

The problem is that we need to trust some of those "Arabs".
Whether you like them or not they are the people in the middle east that the world and us have to deal with. The Saudis have been our allies for more than 50 years and during that time I don't remember any overt treachery for them. We need to have allies in the Arab countries and Saudi Arabia seems to be stepping up to the plate. I guess we'll have to try to trust them.

Let's see, using your rational:
We trusted Castro
We trusted the Shah/Iran (granted that the Shah did not directly go against us, but the weapons still fell into the hands of those that oppose us)
We trusted Saddam/Iraq
We trusted Afghan Rebels/OBL/Al Qaeda
Does it really makes sense to continue the same type of foreign policy? How does this increase our security in this country for the future?
Are we making deals now with countries that we are beholden to because of our need for their resources and because they have large amounts of our currency?
We need to break free from these chains. We can't lead from this position.
