News – state lawmaker wants to force pet owners to spay or neuter nearly all cats and dogs by the time they're 4 months old, part of an ambitious plan to reduce the hundreds of thousands of pets he says are euthanized at shelters in California each year. Owners who fail to comply and get caught would get slapped with a $500 fine.
